A New Bihar in the Making: Bold Step Towards Dalal-Free Police Stations

Bihar is undergoing a wave of transformation — not just in infrastructure and development, but in governance and law enforcement as well. At the heart of this change is Hon’ble DGP Shri Vinay Kumar, whose strong and visionary leadership is paving the way for a more transparent, accountable, and citizen-friendly police system.
On 30th March 2025, DGP Vinay Kumar issued landmark guidelines to make all police stations across Bihar free from the grip of middlemen and touts (dalals).
Key Highlights of the Order:
1. All police stations must now maintain a Visitor Register (Aagantuk Panji) to track every individual visiting the premises.
2. Senior officers including Inspectors, SDPOs, and SPs must conduct regular inspections.
3. During such inspections, CCTV footage must be reviewed to identify people who spend suspiciously long hours at the station without valid reason.
4. Active touts/dalals must be identified and strict action initiated against them.
First Action Taken: Bali Gaon Police Station, Vaishali
1. Leading by example, Bali Gaon Police Station under Patepur block, Vaishali district, became the first police station in Bihar to file an FIR against a dalal under this new directive.
2. The accused, Sajjan Kumar, was allegedly operating under the protection of the local station in-charge.
3. The FIR was filed following a written complaint submitted to the DGP by Rajeshwar Kumar Raju (Social Worker), Ramesh Das, and other concerned villagers.
4. They demanded action against those who misuse police access to exploit the common people.
This initiative shows the power of an aware citizenry combined with a determined police leadership. It’s not just a crackdown on corruption — it’s the beginning of restoring people’s faith in the system.
DGP Vinay Kumar’s directive is not just about enforcement — it’s a message that Middlemen have no place in Bihar’s police system. The people’s voice matters. The law is for everyone — fair and equal.
