Vice-Chancellor speaks on Guest and Ad-hoc appointments: We want to change the culture of DU
Academic appointments should be made twice a year; colleges should make permanent appointments on a regular basis: Prof. Yogesh Singh
New Delhi, December 5.
The 1025th Academic Council (AC) meeting of the University of Delhi held on December 5, 2025, under the chairmanship of Vice-Chancellor Prof. Yogesh Singh. During the Zero Hour of the meeting, Vice-Chancellor Prof. Yogesh Singh, speaking on the issue of guest and ad-hoc teachers, said that we want to change the culture of DU. Permanent appointments should be made instead of temporary appointments. He said that academic appointments should be made twice a year. The Vice-Chancellor asked the colleges to make permanent appointments on a regular basis instead of hiring guest teachers.
Zero Hour
At the beginning of the meeting, during the Zero Hour, the members of the council discussed various issues in detail and presented their views and suggestions. The agenda was presented by Registrar Dr. Vikas Gupta, which was discussed by all the members. During the meeting, when an issue was raised by a member, the Vice-Chancellor said that all colleges should appoint coaches for sports. Regarding the issue of lack of infrastructure in some colleges, the Vice-Chancellor said that any college facing such a problem should go to HEFA for it. Prof. Yogesh Singh said that this is a good opportunity; if this scheme is discontinued, then there may be problems, so colleges should take advantage of this opportunity.
Northern Railway Central Hospital to Start 9 PG Medical Courses
The Northern Railway Central Hospital (NRCH) will start 9 postgraduate medical courses at the Indian Railways Post-Graduate Institute of Medical Sciences and Research (IRPGIMSR). However, this is subject to grant of permission by the National Medical Commission. DU Vice-Chancellor Prof. Yogesh Singh stated that these postgraduate medical courses to be opened at the Indian Railways Post-Graduate Institute of Medical Sciences and Research (IRPGIMSR) at the Northern Railway Central Hospital (NRCH) have been approved by Delhi University.
The details of the annual intake of seats for each academic year in these courses have also been provided. Giving subject-wise information on the number of PG seats applied for in the academic year 2025-26, he stated that provision has been made as below:

Guidelines for Ph.D. Coursework
Considering the differences in the pattern of Coursework being taught in various subjects across the departments of DU, amendment have been made to the guidelines for PhD Coursework. Providing information in this regard, DU Registrar Dr Vikas Gupta stated that the departments of the University offer Ph.D. Programmes in their respective disciplines. As mandatory part of this programme, Ph.D. coursework is being conducted by every department. It has been noticed that there are variations in pattern of the course works which are being taught in various disciplines. Thus, to bring uniformity in the Ph.D. coursework across the disciplines, the following guidelines have been formulated to be made effective from the Academic Year 2025-26.
According to these guidelines, the total credit required for Ph.D. coursework ranges from 12 to 16 credits. The distribution of minimum 12 credits is as follows:
Research Methodology or Advanced Research methodology (for students who have already studied Research Methodology)- 4 Credit
Research Publication Ethics- 2 Credits
Research Tools- 2 Credits
Discipline Specific Elective Course (Relevant to the research areas)- 4 Credits
Additional 4 credits may be obtained from a DSE, if required. This will be applicable in specialised area and such course(s) should not have been offered at PG studies.
Guidelines Approved for DU Delegates Attending National and International Conferences/Seminars
Guidelines have been finalized regarding process of granting financial assistance to the delegates of University of Delhi to attend the National and International Conferences/ Seminars/ symposium/ workshops to be held in India. In order to streamline the process of granting financial assistance to the delegates of University of Delhi to attend the National and International Conferences/ Seminars/ Symposium/ Workshops to be held in India, following guidelines is hereby notified for compliance by all concerned.
Faculty members will be allowed to avail Travel Grant as per University norms, if they visit to present paper in any one of the top 500 QS/500 Times Higher Education (THE) World ranked/top 100 NIRF ranked Institutions/ relevant discipline of any academic Institution (where the rank of that University/Institute as a whole is not within the top 500 QS/ 500 Times Higher Education (THE) World ranked/ top 100 NIRF ranked). The ranking of the University/Institution/relevant discipline shall be as applicable at the time of submission of application. OR If a faculty member applies for travel grant for presentation of a paper in India in a National/ International Conference/Seminar not organized by an academic institution but by a highly reputed Nationally recognized independent entity like National Congress/ National association of thematic area, the committee may examine the standard of the conference/organizing body and the quality of paper proposed to be presented through an objective method before consideration of the request for travel grant. The applicant shall provide sufficient documentary evidence to establish the standing of the organizing body at the time of submission of the application.
