Interactive Awareness Program on 'New Rules and Procedures for Foreign Students' organised in DU

The Foreign Students’ Registry, University of Delhi, organised an Interactive Awareness Program on 'New Rules and Procedures for Foreign Students' at the Convention Hall, Vice-Regal Lodge, on 15th October 2025 at 3 PM. The event aimed to apprise the university’s stakeholders of the latest updates and regulatory changes concerning the admission, registration, and overall administration of international students. The event was attended by over 100+ College Principals, Deans, Heads of Departments (HoDs), University Hostel Provosts, Wardens, Resident Tutors, Admission Coordinators, Faculty Members & Administrative Staff associated with admission of foreign students at University of Delhi.
The program was presided over by the Hon’ble Vice-Chancellor, Prof. Yogesh Singh, and graced by Shri Deepak Yadav, IPS, Deputy Director/ Foreigners Regional Registration Officer (FRRO), Delhi, as the Guest of Honour.The event commenced with the lighting of the ceremonial lamp by the Vice-Chancellor, followed by the University Kulgeet. A warm welcome address was delivered by Dr. Vikas Gupta, Registrar, who welcomed the Guest of Honour and the attending audience.
In his address, Prof. Yogesh Singh highlighted the University’s efforts to streamline administrative procedures for international students and to strengthen Delhi University’s global reputation for academic excellence. He emphasized the importance of internationalization in higher education and the commitment of University of Delhi in supporting its growing foreign student community. He hoped that this event today will be beneficial for all stakeholders attending this program. Lastly, he congratulated the new Dean, Prof. Rupam Kapoor & believed that she will bring many new positive changes in the structuring of admission of foreign students.
The Guest of Honour, Shri Deepak Yadav, IPS, began the speech by reiterating that as Bharat goes towards the aim of being a Viksit Bharat we will see more influx of foreign students in Indian universities. He then delivered a detailed presentation on the new rules and procedures for foreign students, explaining the registration formalities, visa regulations, hostel formalities and compliance requirements. His prime area of focus was on the recently enacted Immigration & Foreigners Act, 2025 & Immigration & Foreigners Rules, 2025 implemented w.e.f. 01.09.2025. Lastly he described the various categories of Student Visas & also discussed the Legal Provisions of the Act.
His talk was followed by an interactive Q&A session where the attending audience asked several questions & sought clarifications of doubts related to foreign admission process.
The Vote of Thanks was proposed by Prof. Rupam Kapoor, Dean, Foreign Students’ Registry, who expressed gratitude to the dignitaries, faculty members, administrative staff, FSR Team and all the participants for making the event a success. The program concluded with the National Anthem, followed by High Tea. Distinguished guests of the University included Prof. Balaram Pani (Dean of Colleges), Prof. Payal Mago (Director, Campus of Open Learning), and Prof. Neera Agnimitra (Chairperson, International Relations), among others.
The awareness program concluded succesfully and underscored the continued dedication of University of Delhi in fostering an inclusive, transparent, and student-friendly environment for its international community.
