The 1275th meeting of the University of Delhi Executive Council (EC) was held on Friday, May 23 under the chairmanship of the Vice Chancellor Prof. Yogesh Singh. At the beginning of the meeting, tribute was paid to those killed in the Pahalgam terror attack by observing two minutes of silence. On this occasion, the Vice Chancellor said that Operation Sindoor is being run by the Government of India to completely eliminate terrorism. He informed that amidst such difficult situations, DU will provide all possible support and cooperation to the Government of India. A proposal in this regard was passed during the 1022nd meeting of the University Academic Council (AC). While chairing the meeting, the Vice Chancellor also put forward this proposal in the EC which was passed unanimously.
During Zero Hour, Vice Chancellor Prof. Yogesh Singh, while answering a question, said that DU has to return only 10% of the HIFA loan in 10 years. This is a good scheme. He informed that new buildings and infrastructure are being constructed in DU with the money received from HIFA, which will provide good facilities to the students. Giving information about the expansion of health services for DU employees, the Vice Chancellor informed that DU has signed an MoU with the Railway Hospital in Delhi. Under this, DU employees have also been provided facilities at CGHS rates, which many employees are taking advantage of.
Giving clarification about the fourth year of Under Graduate (UG) in NEP 2020, Registrar Dr. Vikas Gupta said that in NEP 2020, every UG course is of 4 years, but the students have the option of multiple exit and multiple entry. They can leave the course whenever they want. In the earlier education policy, students did not get anything if they left the 3-year course midway, but the good provision in NEP 2020 is that there is a provision for students to get certificate to degree if they leave the course midway. At the beginning of the meeting, DU Registrar Dr. Vikas Gupta presented the EC agenda.
On this occasion, the curriculum of various departments/programs were also approved by the EC. After considering the recommendations made in the DU Academic Council meeting held on 10 May, the curriculum of various departments/programs were also approved by the EC. Under this, the existing CBCS/LOCF based curriculum/examination schemes of many courses were approved in accordance with the revised Undergraduate Course Framework-2022/Postgraduate Course Framework-2024 curriculum/examination schemes.
MA in Journalism will also be taught in Hindi and English departments of DU
MA Journalism will now be taught in Hindi and English departments of DU. It is worth noting that recently while inaugurating the studio in the Journalism Department of DU's South Campus, Vice Chancellor Prof. Yogesh Singh had announced that DU will also start a postgraduate course in addition to PG Diploma in Journalism. Committees have been formed for this. An expert committee has been constituted under the chairmanship of Prof. Shri Prakash Singh, Director, South Delhi Campus for the launch of 'Two-year Postgraduate Hindi Journalism Course' in the Hindi Department of South Campus. Apart from this, approval has also been given for the formation of a committee to start a new program called 'Postgraduate in English Journalism' under the English Department of DU.
Rules for determining seniority of teachers passed
The DU EC has passed the rules for seniority of teachers (Assistant Professors/Lecturers) in the colleges of DU and departments of the concerned colleges/institutions. Under this, if all the relative qualifications are equal, then the seniority of teachers for all purposes can be determined on the basis of age/date of birth. It is worth noting that a committee was constituted on this subject under the chairmanship of Dean of Colleges Prof. Balram Pani. These rules have been passed after considering the detailed report of the committee.
The committee, while analysing the concerns of the stakeholders on this issue, found that there have been a lot of concerns/allegations and ambiguity among the colleges as to what method should be adopted while determining the seniority of teachers within the department and in the departments of any concerned college. Therefore, the colleges/institutions are in a dilemma, as a lot of such allegations/concerns are received, especially when the relative qualifications and other things are the same in all the cases.
After considering all aspects, the Committee opined that if all the relative merits are equal, seniority of teachers for all purposes may be determined on the basis of age/date of birth, the teacher who is older in age shall be treated as senior to the teacher who is younger in age and if the age is also equal, seniority shall be determined on the basis of API score. However, in no case the provisions envisaged under Ordinance XI (11) shall be compromised.
B.Sc. (Nuclear Medicine Technology) course to be started in Army Hospital
A new course, B.Sc. (Nuclear Medicine Technology), will be started from this academic session at Army Hospital (R&R), Delhi Cantt under the Faculty of Medical Sciences. The duration of this course will be Three years + One-year internship (optional) under the Department of Radiology. The aim of this course is to impart appropriate knowledge and skills to work closely with nuclear medicine physicians and participate in the daily operations of the Department of Nuclear Medicine.
For admission to this course, the candidate should be serving in the Indian Armed Forces Medical Services (AFMS). He should have completed 6 years of service. He/she should have a good service record. Candidates should have passed Higher Secondary Examination (Academic) conducted by Central Board of Secondary Examination (CBSE), Indian Certificate of Secondary Education (ICSE) or any other recognized equivalent State Board examination with minimum 50% marks (in aggregate) in Physics, Chemistry and Biology/Botany & Zoology subjects with English as one of the subjects. In case seats remain vacant due to insufficient candidates from Army failing to fulfil the above criteria, appointment will be offered to Medical Assistants of Indian Air Force and Indian Navy on the basis of equivalent criteria in the respective Medical Services.
